Of all the critical questions facing lawmakers working to craft immigration reform, one of the most pressing is how to fix the legal immigration system so it works for employers and for the U.S. economy. Even in a sluggish economy, small business owners in a wide range of sectors turn to less-skilled immigrant workers when they can’t find enough willing and able Americans. In agriculture, hospitality, food processing, construction, home health care and other industries, these employers need a visa program that allows them to hire foreign workers legally.
