In 1980, Congress passed a little-known and barely understood law intended
to help everyday Americans fight against wrongful actions of the federal
government. Titled the Equal Access to Justice Act, the legislation gave a blank
check to federal agencies and the Department of Justice to reimburse people for
their attorney’s fees when they have sued the government, or defended against
a wrongful government action. With little fanfare, the Equal Access to Justice
Act (EAJA) served its purpose reasonably well throughout the 1980’s. The
program began a downward spiral in 1995 when all tracking and reporting of
these payments stopped.

This breakfast briefing is an opportunity to fully understand how EAJA and the
Judgment Fund have been hijacked, its negative implications for the hunting and
angling community and learn about the legislative proposal to return EAJA to the
people it was intended to assist.
