<p>A feeding frenzy surrounding a piece of legislation is currently taking place in the U.S. Senate, jeopardizing certain power and perks lawmakers have enjoyed for decades.  Aptly named the Stop Trading on Congressional Knowledge (STOCK) Act, the legislation has become a magnet for amendments and strict new regulations, well beyond what authors intended.  One such addition comes from Senator Rand Paul, who has proposed that lawmakers who become lobbyists lose their general federal pensions.</p>
<p>Understandably this has some lawmakers worried.  One of them being our <a href="http://www.clotureclub.com/cc-exclusives/member-of-the-week/"><strong>Member of the Week</strong></a><strong>, Senator Susan Collins of Maine</strong>, who believes that the language is “extraordinarily broad.”  A senior member of the GOP conference and a sponsor of the STOCK Act, Senator Collins is concerned that under the broad amendments a former member of Congress who writes a book would be in danger of forfeiting his or her pensions.</p>
<p>One of six children, Senator Collins was born in Caribou, Maine on December 7, 1952.  Her family has operated a lumber business in Caribou since 1844 and both her parents have served as mayor of Caribou.  Additionally, her father served in both houses of the Maine Legislature and her uncle sat on the Maine Supreme Judicial Court from 1988 to 1994.</p>
<p>She attended Caribou High School, where she was president of the student council.  During her senior year she was chosen to participate in the U.S. Senate Youth Program, where she met U.S. Senator Margaret Chase Smith of Maine.  Susan Collins would go on to become the first program delegate to be elected to the U.S. Senate.</p>
<p><a href="http://www.clotureclub.com/wp-content/uploads/2012/02/sen_susan_collins_official-e1328662676954.jpg"><img class="aligncenter size-full wp-image-16137" src="http://www.clotureclub.com/wp-content/uploads/2012/02/sen_susan_collins_official-e1328662676954.jpg" alt="Susan Collins" width="473" height="600" /></a></p>
<p>After graduating from St. Lawrence University as magna cum laude with a bachelor’s degree in government in 1975, Collins went to work as a legislative assistant to U.S. representative, and later U.S. Senator, William Cohen until 1987.  During this time she also acted as staff director of the Oversight of Government Management Subcommittee on the Committee on Homeland Security and Government Affairs.</p>
<p>In 1987, Collins returned to Maine and joined the cabinet of Governor John R. McKernan, as Commissioner of the Department of Professional and Financial Regulation.  President Bush then appointed her the New England regional director for the Small Business Administration in 1992, only to leave the post after the election of President Clinton in 1992.</p>
<p>Collins eventually returned to Maine to run in the eight-way Republican primary in the 1994 gubernatorial election.  Though she became the first woman to be nominated by a major party for Governor of Maine, she received little support from Republican leaders and was criticized by conservative groups for her more liberal views on social issues.  As a result, she lost the general election, placing third with only 23 percent of the vote.</p>
<p>With her gubernatorial effort in shambles, Collins moved on to become the founding executive director of the Center for Family Business at Husson College in Bangor, Maine.  She served in this post until 1996, when she announced her candidacy for the U.S. Senate vacated by her former boss, William Cohen.  Though she faced a difficult four-way primary, Cohen’s public endorsement led to her facing Joe Brennan, her Democratic opponent from the 1995 gubernatorial election.</p>
<p>Revenge being the name of the game, Collins defeated Brennan by a margin of 49 percent to 44 percent.  Since then she was been easily reelected, carrying every county in the 2002 and 2008 election.</p>

<p>Her tenure in Senate has shown her to be bipartisan and centrist.  Despite a voting record that is considered center-left by her opponents in the Republican Party, Senator Collins is a very influential member.  She is the member of several moderate organizations within the Republican Party, including the following:</p>

<li>Republican Majority for Choice</li>
<li>Republicans for Choice</li>
<li>The Wish List</li>
<li>Republicans for Environmental Protection</li>
<li>Republican Leadership Council</li>

<p>The Human Rights Campaign has also consistently endorsed her.</p>
<p>Considered as one of “the last survivors of a once common species of moderate Northeastern Republican,” Senator Collins is not only willing to work with those across the aisle but she is wildly consistent in terms of Senate participation – she has an unbroken voting record in the Senate, never missing a single vote since becoming senator in 1997.  As a sponsor of the STOCK Act, Senator Collins must work to make sure that the proposed legislation is not hijacked by the ambitions of ideological members.</p>

<p>Unless you were playing the <a href="http://www.clotureclub.com/2012/01/2012-state-of-the-union-drinking-game/">2012 State of the Union Drinking Game</a> and were too “busy” to pay attention to what President Obama was actually saying, you would know that one of the key talking points from the State of the Union was the President’s second appeal to the Congress to pass a so-called Buffet Rule on wealthy Americans.</p>
<p>Based on the idea that anyone earning at least $1 million should be taxed at a 30 percent rate, the Buffet Rule has been receiving mixed reviews – <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/g/a/2012/01/31/bloomberg_articlesLYMJXJ1A1I4H01-LYMJX.DTL" rel="nofollow">Douglas Holtz-Eakin of <em>Bloomberg News </em>writes</a> that according to Congressional Research Service documents “the average effective tax rate among millionaires is already about 30 percent.”  Despite the uneven support for the proposed tax raise, our <strong><a href="http://www.clotureclub.com/cc-exclusives/member-of-the-week/">Member of the Week</a>, Senator Sheldon Whitehouse</strong> said he’d introduce a form of the Buffet Rule.  Though he believes the bill is in a “much better position than we were beforehand”, the legislation is almost certain to go nowhere in the current Congress.  Instead the bill would mainly serve as a messaging tool for Democrats in this election year.</p>

<p>Born on October 20, 1955 in New York City, Senator Whitehouse was the son of Charles Sheldon Whitehouse, U.S. Ambassador to Laos and Thailand in the 1970s.  As a young man, he graduated from St. Paul’s School in Concord, New Hampshire and from Yale University in 1978.  He received his Juris Doctorate from the University of Virginia School of Law in 1982.</p>
<p>Immediately after law school, Whitehouse worked for Judge Richard F. Neely in the Supreme Court of Appeals in West Virginia as a clerk from 1982 to 1983.  Soon after, he worked in the Rhode Island Attorney General’s office as a special assistant attorney general from 1985 to 1990, chief of the Regulatory Unit from 1988 to 1990, and also as an assistant attorney from 1989 to 1990.</p>
<p>Before beginning his career in politics, Whitehouse worked as Rhode Island Governor Bruce Sundlun’s Executive Counsel beginning in 1991, and later became Director of Policy.  In 1992, he was appointed by Sundlun to be the state’s Director of Business Regulation.  During his short tenure in this position, Whitehouse oversaw a drastic reform in the state’s worker’s compensation insurance system.</p>
<p>In 1994, President Bill Clinton appointed Whitehouse to serve as United States attorney for Rhode Island.  Holding the position for four years, Whitehouse was the first prosecutor to convict a member of organized crime under Clinton’s <em>three strikes law</em>.  He also initiated an investigation into municipal corruption that eventually led to Providence Mayor Vincent Cianci being convicted on conspiracy charges.</p>

<p>After working for President Clinton, Whitehouse was elected as Rhode Island Attorney General.  As Attorney General he founded the Rhode Island Quality Institute, an organization dedicated to improving health care quality statewide, and he authorized the first Rhode Island State Police wiretap to investigate public corruption.  Whitehouse also strengthened the state’s witness protection program.</p>
<p>A successful run as Rhode Island Attorney General led Whitehouse, in 2002, to run in the gubernatorial election.  The election ended almost as soon as it started, with Whitehouse losing to Myrth York in the Democratic primary.  Whitehouse’s fortunes took a reversal in the United States Senate election of 2006.  With Rhode Island’s historically large disapproval rating for President Bush in 2006, Whitehouse faced a favorable scenario, which he exploited to his benefit.  After winning the Democratic primary by a large margin, Whitehouse went on to defeat his Republican opponent with 53 percent of the vote.</p>

<p>So far, Senator Whitehouse has shown himself to be liberal through and through.  He supports stem cell research, abortion rights, LGBT rights and gay marriage, as well as affirmative action.  He opposed the intervention in Iraq and despite a generally pro-rehabilitation stance on crime; Whitehouse supports the federal use of the death penalty.</p>
<p>His support of the Buffet Rule can be attributed to his inclination for a more progressive tax system.  Though the introduction of Buffet Rule legislation will merely be a talking point in 2012 (Whitehouse is running for re-election), the opinions and efforts of Senator Whitehouse represent a minority in Congress that could soon be at the forefront of national legislation.</p>

<p>Over the past week, Senator <strong>Mark Kirk</strong>, Junior Senator from Illinois and our <a href="http://www.clotureclub.com/cc-exclusives/member-of-the-week/"><strong>Member of the Week</strong></a><strong>, </strong>checked himself into Lake Forest Hospital, where doctors discovered a carotid artery dissection in the right side of his neck.  He was transferred to Northwestern Memorial Hospital in Chicago, where further tests revealed that he had suffered an ischemic stroke.  As a result of the stroke, caused by a blood cot obstructing a blood vessel to the brain, Senator Kirk will likely lose some motor function on the left side of his body – moreover a four-inch by eight-inch part of Kirk’s skull was removed to relieve pressure.</p>
<p>This past weekend has been sobering for Congress – in addition to the news surrounding Senator Kirk, Representative Gabrielle Giffords announced on Sunday that she would resign from Congress this week to focus on her recovery.</p>
<p>Mark Kirk was born in Champaign, Illinois on September 15, 1959.  After graduating from New Tier East High School in 1977, he attended Cornell University, where he graduated cum laude with a B.A. in History.  Kirk would go on to obtain a masters degree from the London School of Economics (LSE) and a Juris Doctorate from Georgetown University Law Center.  In addition to being a prolific student, Kirk demonstrated his know-how as a teacher.  While at Cornell he held a work-study job supervising a playgroup at the Forest Home Chapel nursery school.  After receiving his masters from LSE, Kirk taught for one year at a private school in London.</p>

<p>In 1989, Mark Kirk was commissioned as an intelligence officer in the United States Navy Reserve.  In between 1989 and his last two-week reserve deployment in Afghanistan in September 2011, Senator Kirk had a somewhat distinguished service record.  In 1999, he was recalled to active duty in Operation Allied Force for the bombing of Yugoslavia.  In March and April, 2000 Kirk trained with an EC-130 squadron based in Turkey – during this period he took flight over Iraq as part of Operation Northern Watch.</p>
<p>During his military career, Kirk has been awarded the following:</p>

<li>Global War on Terrorism Service Medal</li>

<p>Senator Kirk continues to serve in the Navy Reserve, holding the rank of Commander.</p>
<p>Kirk’s political career started around the same time as his military career.  Before serving as the Special Assistant to the Assistant Secretary of State in the Department of State from 1991 to 1993, Kirk worked on the staff of John Porter, the former representative of Illinois’s 10<sup>th</sup> congressional district.  Following his role in the Department of State, Kirk became an attorney for Baker &amp; McKenzie in 1993, staying there until 1995.  He was then named as a counsel to the House International Relations Committee, where he remained until 1999.</p>
<p>Before entering Senate, Mark Kirk had a smooth tenure in the U.S. House of Representatives.  Originally elected to represent Illinois’s 10<sup>th</sup> district in 2000 with 51%, he would go on to win re-election with comfortable margins with 2002 and 2004.  In 2006 and 2008, Kirk defeated Democrat Dan Seals by a five-point margin.</p>

<p>While in the House, Kirk was a member of the House Iran Working Group, the founder and co-chair of the House U.S. – China Working Group, the co-chair of the Congressional Caucus on Armenian Issues, the co-chair of the Albanian Issues Caucus in ex-Yugoslavia, and a member of the GOP Tuesday Group.  He was also a member of the House Appropriations Committee.</p>
<p>On July 20, 2009, Kirk announced his candidacy for the U.S. Senate election for the seat held by Roland Burris.  He easily won the Republican primary with 56.6 percent of the vote – no other candidate had as much as 20 percent.  The general election was not as easy.  Facing Democrat Alexi Giannoulias, Kirk squeaked out a two-percentage point victory, with 48 percent of the vote.</p>
<p>His short tenure in the Senate has been highlighted by his vote in favor of the Don’t Ask, Don’t Tell Repeal Act of 2010.  His voting record is not strictly Republican, demonstrating in his short time as Senator the gall to vote against the party line.  Kirk currently sits at the Senate’s coveted candy desk.  For those of you who don’t know what this is, the Senate candy desk is a tradition of the United States Senate established in 1968.  Senator George Murphy first stocked the desk, located on the Republican side of the Senate chamber, with candy and treats.  The tenant of the candy desk is charged with stocking it with candy from his or her home state.</p>

<p>And they’re off!  The 2012 election has officially begun, with the state of Iowa enveloped with media, candidates, and more media.  A marathon that has now become a sprint, the Iowa Caucus is a battleground of vote pandering, credential profiling, and a fight over invaluable congressional endorsements.</p>
<p>Unfortunately, the two congressional endorsements candidates were seeking in Iowa – those of <strong>Senator Chuck Grassley</strong>, our <a href="http://www.clotureclub.com/cc-exclusives/member-of-the-week/"><strong>Member of the Week</strong></a>, and Representative Steve King, aren’t coming.  Despite, the unofficial posture taken by both members, Senator Chuck Grassley has publicly praised Santorum’s handling of welfare reform in the mid – 1990s.</p>
<p>Grassley was born in New Hartford, Iowa on September 17, 1933.  After graduating from the local high school, he attended Iowa State Teachers College (now the University of Northern Iowa), where he received his B.A. in 1955 and an M.A. in 1956.  In the midst of completing doctoral studies in political science at the University of Iowa, Grassley farmed and worked in factories, first as a sheet metal sheerer and then as an assembly line worker.</p>
<p><a href="http://www.clotureclub.com/wp-content/uploads/2012/01/grassley-e1325696060325.jpg"><img class="aligncenter size-full wp-image-15186" src="http://www.clotureclub.com/wp-content/uploads/2012/01/grassley-e1325696060325.jpg" alt="" width="350" height="504" /></a></p>
<p>Aside from being a time of academic progression, the 1950’s marked the beginning of a fruitful political career.  Grassley was elected to Iowa House of Representatives, representing parts of Butler County, in 1959.  He stayed there until 1974, when he was elected to the first of three terms in the U.S House of Representatives.  Grassley’s roots in Iowa came to the forefront during his transition to the Senate.  Facing an incumbent in John Culver, Grassley combined homegrown connections with shrewd fundraising to come out on top – winning the election with 53.5%.</p>
<p>Over the course of his career in the Senate, Grassley has spearheaded a number of probes into the misuse and accountability of federal money – in one instance, in July 2007, Grassley commissioned a report claiming that more than $1 billion in farm subsidies were sent to deceased individuals.</p>
<p><a href="http://www.clotureclub.com/wp-content/uploads/2012/01/Grassley-Award2-e1325695973402.png"><img class="aligncenter size-full wp-image-15185" src="http://www.clotureclub.com/wp-content/uploads/2012/01/Grassley-Award2-e1325695973402.png" alt="" width="350" height="492" /></a></p>
<p>His stance on environmental issues has been relatively inconsistent.  Though he voted for an amendment to the Energy Policy Act of 2005 that required at least 10% of electricity sold by utilities to originate from renewable resources, Grassley also voted anti-environment on drilling, environmental funding, peer review, renewable resources, and the Gulf of Mexico Security Act of 2006.</p>
<p>Other issues have also shown Grassley to be inconsistent.  He was among 20 co-sponsors of a 1993 Senate bill that would have mandated health insurance for Americans, yet opposed a similar mandate during the debate over health care reform in 2009 and 2010.  Moreover, he voted in favor of end-of-life counseling as part of the 2003 Medicare prescription drug bill, but changed positions in 2009.</p>

<p>With the year ending and the congress leaving for the holiday break, we’ve decided to do something a bit different. We&#8217;re going to reflect on the Political Scandals of 2011.</p>

<h2><strong>Former Representative Anthony Weiner</strong></h2>
<p>Probably known as THE Political Scandals of 2011, On May 27, 2011, using his public Twitter account, <a href="http://www.clotureclub.com/2011/04/member-week-anthony-weiner-representing-yorks-9th-district/">Representative Weiner</a> sent a link to a photo of his nether region concealed by boxer briefs to Gennette Cordova, a 21-year-old female college student from Seattle Washington, who was following his posts.</p>
<p>Though the link was removed shortly thereafter, screen shots of the message were soon leaked by conservative blogger Andrew Breitbart.  Aware of the impending disaster, Weiner gave a series of interviews on June 1, in which he denied sending the photo, instead claiming that his account was hacked.  He would later go on to say that he could not with certitude deny the photo was of him.</p>
<p>On June 6<sup>th</sup> the scandal was a full-blown crisis.  The leaking of more photos, some sexually graphic, led to a press conference in New York in which Weiner admitted to sending the pictures.  Apologizing to his family, constituents, friends, supporters, and the media, Weiner made it clear that he had no intention to resign.</p>
<p>Unfortunately for Weiner his fate was already sealed.  With the release of more information, including more photos and allegations (which were later confirmed) that he conducted in phone sex with a woman in Nevada, Weiner quickly lost support in Congress; Nancy Pelosi called for an investigation by the House Ethics Committee and President Obama expressed his belief that if he were Weiner, he would resign.</p>
<p>Fighting an impossible battle, Anthony Davis Weiner announced on June 16<sup>th</sup> that he would resign his seat in Congress.  He made the announcement at a news conference in Brooklyn, at the same location where he announced his first campaign for New York City Council in 1992.<br />

<p>On July 22, 2011, <em>The Oregonian </em>reported that an 18-year old woman, the daughter of a long-time friend and campaign donor, accused Wu of “aggressive and unwanted sexual behavior.”  The newspaper went on to report that the situation first came to light in May after aides heard a panicked voicemail from the young woman accusing Wu of the behavior.</p>
<p>When confronted by senior aides, Wu confirmed the encounter but described it as consensual.  After Nancy Pelosi called for an ethics investigation into the allegation, Wu announced that he would not resign but would also not seek reelection 2012.  Several days later, however, Wu announced he would resign.  He officially resigned on August 3, 2011.</p>
<p>The scandal was the latest of erratic behavior by Wu.  Shortly before the 2010 elections, Wu sent a bizarre picture of himself in a tiger costume to his staffers.  As a result, some of them urged him to seek psychiatric help.  More than a half dozen staffers and campaign constituents quit as Wu bombarded them with troubling phone calls and emails.</p>

<h2><strong>Former Governor Arnold Schwarzenegger</strong></h2>
<p>On May 9, 2011, we were all stunned to hear that Maria Shriver and Arnold Schwarzenegger were separating after 25 years of marriage.  On May 16, 2011, <em>The Los Angeles Times</em> revealed that Schwarzenegger had fathered a son more than fourteen years earlier with an employee in their household, Mildred Patricia Baena.</p>
<p>The scandal broke after Schwarzenegger had left the governor’s office and only after Shriver confronted him with the information.  Fifty-year old Baena was employed by the family for 20 years and was pregnant with Schwarzenegger’s child at the same time that Shriver was pregnant with the youngest of the couple’s four children.<br />

Though Schwarzenegger found time to spend time with the child, the boy was never told that Schwarzenegger was his father, and was unaware of the fact until it was revealed by the press.</p>

<h2><strong>Former Representative Chris Lee</strong></h2>
<p>On February 9, 2011, <em>Gawker </em>published an exposé detailing how Representative Chris Lee solicited a transgender individual on Craigslist.  Claiming to be a 39-year old divorced lobbyist but using his real name, Lee used a Gmail account to send her a shirtless photo taken with his Blackberry.  After searching his name and discovering that he the 39-year old lobbyist was in fact a married Congressman, the solicited individual turned the e-mail correspondence over to the press.</p>
<p>Lee resigned from office the same day.</p>

<h2><strong>Former Senator John Ensign</strong></h2>
<p>The scandal that enveloped John Ensign’s Senate career began with his extramarital affair with Cynthia Hampton.  Hampton was married to one of his top aides, worked for Ensign for Senate, worked for Battle Born PAC, a conservative political action committee of which Ensign was the honorary chairman.</p>
<p>At the time of the affair, Cynthia’s husband, Douglas Hampton, was a top administrative aide in Ensign’s Capitol Hill office, and Ensign and his wife had been close friends with the Hamptons before they were hired to work for Ensign.</p>
<p>After Douglas Hampton confronted Ensign regarding the affair in early 2008, Ensign contacted political and corporate supporters in Nevada, seeking work Hampton.  Within a few months Hampton was working for a political consulting firm in Nevada, with a client list that mainly consisted of Ensign campaign donors.  Despite being prohibited from lobbying Senate for a year after leaving his post, Hampton and Ensign ignored the restrictions.</p>
<p>In April 2008, Ensign’s parents gave Cynthia Hampton and her family $96,000.  Initially designated as gifts, Douglas Hampton revealed in late 2009 that the money was a severance.</p>
<p>The downfall of Ensign began on June 16, 2009.  Five days earlier, on June 11, Douglas Hampton sent a letter to Fox News, detailing the affair.  Though the letter became public news on June 19, Ensign beat the national media to the punch, admitting that he had had an affair on June 16, 2009.  A day later, Ensign stepped down from his post as chairman of the Republican Policy Committee.</p>
<p>In February 2011, the Senate Ethics Committee appointed a special counsel to lead the investigation.  Ensign’s career in the Senate came to end on May 3, 2011, when he announced his resignation; this came after an announcement in March that he would not seek reelection in 2012.</p>

<h2><strong>Herman Cain</strong></h2>
<p>Starting in October, reports surfaced that two women accused Cain of sexual harassment and misconduct during his time as CEO of the National Restaurant Association in the late 1990s.  The women reportedly accepted financial settlements from the association, which barred them from discussing their allegations further.</p>
<p>Accepting that some form of payment had been made by the Restaurant Association; Cain denied any impropriety, describing the allegations as a “witch hunt.”  Following the initial accusations, two additional women came forward with harassment claims.</p>
<p>On November 28, 2011, allegations of harassment turned into allegations of adultery.  A woman named Ginger White claimed to have had an affair that lasted 13 years, ending only right before announced his presidential campaign.  Though Cain denied the affair, he did acknowledge helping pay her bills and expenses.</p>
<p>On December 3, 2011, Cain announced the suspension of his campaign for the presidency.</p>

<p>In a political climate scarred by the winds of ardent bipartisanship, it is refreshing to see a politician go against the “grain.”  In January, <strong>Senator Lamar Alexander</strong> – our <a href="http://www.clotureclub.com/cc-exclusives/member-of-the-week/">Member of the Week</a>, Senate Republican Conference chairman, and Senate Minority Leader Mitch McConnell’s right-hand man – will resign from his leadership post to give himself greater freedom to work with Democrats.</p>
<p>Already, Senator Alexander has begun to reach out to the other side, hosting two bipartisan dinners with Senator Mark Warner at The Alibi Club in the past month and working with <a href="http://www.clotureclub.com/2011/05/member-week-charles-e-schumer-u-s-senator-york/">Senator Charles Schumer</a> to open the so-called inner sanctum, across from the Senate members’ dining room, as a bipartisan hangout.</p>
<p>The reasoning behind the resignation is a bit muddled.  Alexander claims he’s doing so to work with Democrats to get things done and to help McConnell become the leader of an effective Senate.  Others claim he is leaving because he could not fully embrace the initiatives agreed to by the rest of the leadership.</p>
<p>Andrew Lamar Alexander was born in Maryville, Tennessee on July 3, 1940 and grew up near the Smoky Mountains.  His hunger for political leadership was evident early; in high school he was elected Governor of Tennessee Boys State.  Alexander graduated with a B.A. from Vanderbilt University in 1962 and from the New York University School of Law in 1965.  After graduating from law school, Alexander clerked for the United States Court of Appeals for the Fifth Circuit for only one year.</p>

<p>In 1967, Alexander went to work as a legislative assistant for Senator Howard Baker.  While a staffer, he was briefly a roommate of future Senator Trent Lott.  Two years later, in 1969, Alexander got a job in the White House, working for Bryce Harlow, President Richard Nixon’s congressional liaison.  After spending a year in the White House, he moved back to Tennessee, serving as campaign manager on Winfield Dunn’s successful gubernatorial bid; Dunn became the first Republican Tennessee governor in 50 years.</p>
<p>Alexander’s rise in Tennessee politics was meteoric, to say the least.  At age 34, he ran for governor, but in a campaign that would see Democrat Ray Blanton expose his connections to the Nixon White House, Alexander lost.</p>
<p>Despite losing, <em>Time Magazine </em>named Alexander one of the <em>200 Faces of the Future </em>in 1974<em>.</em>  Four years after his initial gubernatorial bid ended in disappointment, Alexander ran again.  This time around he made a name for himself, walking 1,000 miles across the state wearing a red and black plaid shirt.  He easily defeated Jake Butcher in the November election.</p>

<p>Alexander spent two terms as governor, becoming the first Tennessee governor to do so.  During his second term, he served as chairman of the National Governors Association from 1985 to 1986.  After leaving office, Alexander moved his family to Australia for six months.  Deemed a “sabbatical”, the trip reenergized Alexander; after returning to the U.S. he became the President of the University of Tennessee, a job he kept until President George H.W. Bush appointed him education secretary in 1991.</p>

<p>After two unsuccessful Presidential bids &#8211; the last one being in 2000 &#8211; Alexander vowed to never again return to elective office.  In 2002, this promise was emphatically broken after Fred Thompson announced his retirement from the Senate.  Alexander ran and easily won.</p>
<p>After the Republicans lost the Senate majority in 2006, Alexander began gathering support for the minority whip position.  His former roommate, veteran Senator Trent Lott also announced that he was running for the position.  In a secret ballot, Alexander lost by one vote.</p>
<p>More moderate than most of his Senate colleagues, Senator Alexander is known for being willing to compromise with Democrats.  He has been at the forefront of the debate on climate change, calling for tougher restriction on pollutants.  He has also pushed for education, through support for the reauthorization of Head Start and the proposition of a measure that would allow states to have more control over their education standards and enforcement.</p>

<p>Though doubtful, hopefully Lamar Alexander’s resignation from his leadership post in the Senate to enable closer work with Democrats signals a turning of the bipartisanship tide on Capitol Hill.</p>
